INDEX is a powerful, interactive GIS-based planning support system that measures existing conditions, evaluates alternative plans, and supports implementation of adopted plans.

Tool Description

Introduced in 1994, INDEX is now one of the most widely distributed planning tools in the U.S., with over 90 organizations in 30 states equipped with the software. INDEX is an integrated suite of tools designed to support the entire process of community planning and development. Applications often begin with benchmark measurements of existing conditions to identify problems and opportunities that merit attention in plans. INDEX is then used to design and visualize alternative planning scenarios, analyze and score their performance, and compare and rank alternatives. Once plans are adopted, INDEX supports implementation by evaluating the consistency of development proposals against plan goals. Over time, achievements are periodically measured with progress reports. The tool is distinguished by its land-use/transportation analysis using a multi-modal travel network integrated with land-use parcels.

Included in the INDEX suite are Paint the Region and PlanBuilder, with capabilities for drawing and editing planning scenarios, as well as viewing indicators and associated variables in real time. The tools are designed to support a beginning-to-end planning process, from visioning through evaluations of the plan’s success.

Planners often use Paint the Region and PlanBuilder in “Digital Charrettes,” or working planning meetings where citizens design scenarios and plans using the software, rather than more typical charrette tools like paper maps. Working groups can draw boundaries, color in regions, and otherwise design scenarios with INDEX tools much like they would on paper, but the software will also update indicators and variables, allow users to apply weights and ratings, and measure progress against benchmarks.
