After a new bridge diverted business away from downtown Manteo,NC, landscape architect Randy Hester helped the community identify and enhance its character and economy by mapping the spaces that residents found most 'sacred' to their community.
A small town in North Carolina’s Outer Banks, Manteo found itself failing when a new bridge diverted traffic and commerce to other areas. In desperate need of revitalization and economic development, the town also feared losing its character to an onslaught of tourism.
Landscape architect Randy Hester was hired to redevelop the community’s waterfront, but quickly realized that Manteo needed more than just an economic strategy for one portion of the Town. He surveyed residents about values and aspects of community character and specific places like the waterfront. He felt that answers did not truly represent the essence of the town, so he began a process of behavior mapping, which involved sitting in various locations around town and taking notes on people’s movements and behaviors. This process identified a different network of "sacred" places and patterns in the community—important rituals and spaces that townspeople considered sacred to their daily lives and the character of the town, but.that did not appear in the interviews or surveys and would not have been identified as important in typical planning processes. These included an empty gravel parking lot behind the post office where the Town installed its Christmas tree every year; marshes surrounding the town; handmade signs; and a decrepit downtown soda fountain.
Hester confirmed results with town leaders and through a newspaper survey, and then created a map of the “sacred structure” of Manteo by one resident. Those places were off-limits to development in the resulting plan, and Manteo eventually enhanced many of its “Sacred Sites,” resulting in a major improvement in economic development and stability.
